77's will fit your mag as is.  80's won't.

You will eventually get the “doughnut” when using a bushing neck die because the bushing does not go all the way to the shoulder neck junction.  Simple neck turning will make it go away.

Did the “platform” come from the T-3?  Or from the Sako TRG? 

It's got more similarities with the TRG then the T-3.

Get a go,no-go gauge.

You may have had some hard carbon get into the chamber. Have your buddy with the bore cam check and see if you have a carbon ring.

Shoot it first.  You can always do whatever with it afterwards if you still want to.

I have a Tikka M695 in 30-06 and it shoots lights out.

Have you taken the action/barrel out of the stock and removed the bottom metal to see if there is anything binding, broken or obstructing the fit of either component?  That's where I would look next.  Then when you replace both make sure that the barrel/action fits properly in the stock before tightening the action screws.

Make sure that the lug has seated properly to the barrel.  Many do this by putting the action and action screws in the stock loosely fastened, then taking the butt of the rifle stock and bumping it on the floor a few times to make sure the lug has set in the barrel notch.  Then tighten the screws, alternating front to back until you reach a t… Read more

I have three T3/T3x.  Everyone of them shot better consistently with the pinch point removed and free floated up to the lug.

You are not including the chamber based on your tape.  Your picture is dark on my computer and it's hard to see exactly where you are measuring from.

What's it say on the box?

If you factor in differing ambient conditions such as temperature, barometer, altitude, etc. and then add type of brass and primer used, not to mention different chronys and rifle chambers, one could easily find a difference of 120fps, if everything else about the loads and rifles were identical, which they probably are not.

I believe the scout comes with a 20″ barrel, the varmint is 23″+.

I am also a left hand shooter.  All my rifles are right handed.  You too can shoot that way, it's not that big of deal.  I have the varmint but in 223, if you really want it in 22-250 buy the only option available here and shoot it.

They are different sizes per caliber. 223 vs. 308 vs. 30-06 etc.

You know that the magazines come in different sizes, right?  You may want to specify which one you need.

Check the area of the problem cases near the case head with calipers.  Compare that to a new, unfired case.  It could be that the brass is expanding in that area causing your chambering issue.

Not quite there on the load or you might want to try adjusting seating depth or both.

Yes, there are two “nubs” that support the barrel at that location.

Some have removed them to make the barrel free floating to the lug.

Maybe it's your glasses?

Have you adjusted the “fast focus” or “eye-piece” focus?  That's the part near your eye that should bring your reticle into sharp focus.

You've taken the major step by tightening the action screws.

Remove the nubs, it will settle down your groups.  Before I did, I was getting the 2 and one syndrome, or the 3 and 5, if you know what I mean. 

This rifle has a 1:10 twist. i understand that 69 grain is too heavy, right?

Try them, it's not like they are going to blow your rifle up.

35-40 in/lbs should be plenty for the action bolts.  I set mine to 35.

I have a M695 in 30-06 and got a LimbSaver pad that slips over the end of the stock.  You do have to remove the factory butt pad.

I'd jump on it if I were you.

First make sure that the barrel is free floating and not touching anywhere until close to the action.
