I'm shooting a .308 so for me the got to powder is Varget but H4895 works for me as well.  Powder is getting so hard to find now though that it makes it hard to reload!

My best results to date are using 155gr Hornady Amax bullets at around (form the Hornady Reloading Manual) 2600fps with either Varget or H4895.  I've also been testing the 178gr Amax's and they group nicely with 43gr of Varget.  I run my COAL to the magazine max, which for me is 2.835″

Depending on the brand of rail, get all 4 screws started first. Then take them out one at a time, add a dab of blue loctite, and screw back in. When all 4 are back in, torque to 35 inch pounds.

I really have no idea what could have caused it but here's a question.  How's the accuracy?  If the accuracy is good I wouldn't worry about it.  If it really bugs you having the barrel shortened and re-crowned would be the only route to go to fix it.

The optic choice will be a very good one I think.  The HS would probably be better as stated above if you don't need the illumination.  For rings without using a picatinny base I'd go with Warne rings made specifically for Tikka rifles.  I've used Warne rings and really liked them!

Maximum OAL for my .308 is 2.830″ to fit into my magazines.  This is only .020″ over what the Hornady load manual requires for the bullets I'm using.  This isn't anywhere near seated to the lands.  I really need to rework my bolt stop and get a long action magazine!!

The EGW rails seem to work quiet nicely for the money.  Mine is a HD model but still quiet a bit cheaper than the OP's link.

I'm still enjoying great success from my Warne rings.

Brownell's has been out of them every since I began looking.  If I had a stop I'd just bite the bullet and buy a factory long throw magazine and be good to go with my .308 till your mags are ready.

Update:  I just weighed the rifle with the new set up and it weighs 10lbs 11oz. 

My rings finally came in today and I couldn't be more than happy with them!  They were easy to set up and seem to be built very well!  I got everything mounted up just a few minutes ago.  The rings could be a bit lower but I'd rather clear nicely than to have issues with something touching.

Here it is with the new equipment.  EGW 0moa HD base, Warne Tactical Med. rings, and Swarovski 6-18x50BT.  Sorry for the crappy cell phone pic but it was all I could get at the moment.

Thanks for getting back with me on the requested info.  Do all the Tikka mounts you offer come with the integrated bubble level like the one pictured?  I don't think I would ever need the higher cant but the 7 MOA version would work out nicely!

I'm going to give the recoil pad a try first but am still looking at adding at least a little weight.  If I can't get it higher in the forend I'll just place in the corners and round it up as much as possible.  Maybe do one side of the forend at a time and end up with a V type channel.  On the butt end of the stock I suppose I'll just turn it up… Read more

I'm also using the Wheeler Fat wrench.  I've never had it calibrated but I have no reason to doubt it.

I have a Limbsaver 10011 saved in my watch list on ebay that I'll probably pick up this Friday.  I'll give that a try before adding any weight.  Let me know how the brake works out tomorrow when you get time.

As part of the new mag system I'm working on, I figured I would manufacture a nicer bolt stop here in the US to cut down on cost.

Scope “mount to receiver” and “rings to rail” use in-lbs. 15 ft/lbs would strip the screws. Good luck.

HSS in Australia have a brake available for factory Tikka varmint barrels. They are comparitively cheap and need no gunsmithing. It maybe worth a look, and I intend to get one myself soon. wwwhss.net.au

And 30 and mm mounts that is 7mils/24 moa for direct mounting to the tikka without picatinny.
