I haven't actually done this on a Tikka, but can you just thread the retaining screws into the top of the receiver and torque to 20 inch-pounds.

I used a drip of blue loctite and 20 in lbs in mine.

Depending on the brand of rail, get all 4 screws started first. Then take them out one at a time, add a dab of blue loctite, and screw back in. When all 4 are back in, torque to 35 inch pounds.
20 inch pounds is for rings, not bases.

The screw idea is a good one but I'll disagree with the torque recommendation. When I ordered my EGW HD base they specifically specified that the screws for the base were to be torqued to 20 in/lbs.
Another suggestion is to either put Loctite on the bottom of the rail before installing it. This will seal the rail/receiver junction from moisture and lessen the likelihood of rust forming under the rail. Hope this helps!
