Tallys are light and well made. I was recommending budget rings. My personal favorite are the DNZ Freedom Reaper one piece rings for use on pic rails. They mount the scope high but I plan to switch scopes between rifles so one piece rings make sense.
if in doubt go with Yukonal's recommendation.

I have a lb of Devcon on order with an eye to bedding my B-Mag, so will use some of the left overs to bed some of my Tikkas.

Is it possible your brass is hitting your scope mount or an accessory? My T3 doesn't seem to do anything to fired brass.
I did turn my scope mount around on the pic rail so the bolts would not interfere with single loading.

I often trim my patches, I cut them in diamond shape or star shaped. Take the square patch and starting at one of the flats, cut a triangle piece of cloth out of the patch on all four flats. Vary the size until you get a tight fit that works for you. The jag won't matter, just put the point at center.

Your description of hard bolt closing and backing out die don't seem to square with a short throat. I had some headspace problems which it turned out were caused by a powder granule smeared into the shoulder of the chamber. I cleaned and cleaned but until I brushed out and used a compresser to blow out the chamber I could not get the bump right and had hard closing.

Hey dog I'm still using 75 gr amax though have 500 80.5 Bergers
I have terrible time finding range time and hope to do better in near future.
I'm looking for above zero temps and magneto speed data in near future.

I have a dream build that includes a tikka 22-250 with a 1:8 twist. It projects a 75 gr amax at 3800 fps or an imaginary speed close to that. Anyway let's work on getting this right.
