The same thing can happen to a right handed action – throwing fired cases into the windage knob.
There was/is a problem like this on Stiller actions. Mainly due to the bolt using an “M16” style extractor. The location of the extractor and the ejector is such that it throws the cases up. I was able to fix the Stiller problem by filing a slight bevel on the high side of the extractor hook. It doesn't take much to fix the ejection angle.

Well, I can share my experience with Tikka. A friend turned me on to Tikka a few years ago. I bought a Varmint model in 22-250 and have found it to be very accurate. Tikka use to guarantee 1 moa group sizes out of their rifles. They may still do this, I just don't know.
I too was leary about the plastic stock, but from my experience, it has worked very well. Whatever material they are using, it's more than simply plastic.
I think you would be well suited with a regular Tikka in .308 for deer and smaller bear.
I'll include a picture of a cold bore mapping target I did. This involved bringing the rifle out to the range on 5 separate occasions and shooting a three shot group. The orange dot is 1″. This was done at 100 yds.

I haven't had any trouble with Tikka rings either. The strongest cartridge for me using the Tikka rings is 22-250.

My gut feeling says this will work, but you'll need to get the dimensions of the Leupold base and rings to verify the dimensions.

I would think so. There are dimensional drawings for chamber and brass and they typically play well together.
