That sounds very uncharacteristic of a Tikka – the Nikon is a possibility though.
I've usually been able to “bore sight” a newly mounted scope by looking through the barrel at a large target on the 100 yd range. Then move the crosshairs to the center of that large target. When I fire the first shot I'm usually within 7″ of the aiming point.

Once you handle a Tikka and feel how smooth the bolt is it's hard to put down. That's what sucked me in. And I don't regret it.
I was thinking about replacing the stock on my T3 varmint in 22-250 but that thing shoots so good I don't see how I could improve the situation. Getting a steel recoil lug is probably a good thing to do. The shroud is a personal preference thing.
I get the impression that getting a barrel off a Tikka action is a little tough. Someone who has done it might chime in.
I'm getting the bug to pick up a used .243.

Does the bolt close easily without a cartridge? Be sure to have some grease on the lugs to prevent galling.

I'm looking at it as MY capability with this weapon system. I'm thinking a large part of the variability is me, unfortunately.

A couple years ago I took an old Remington 700 I had and had a gunsmith true up the action and thread/chamber a barrel along with threading the muzzle. Then he finished the barreled action in Cerakote. This ran me about $800. Then I bought a HS Precision stock and bottom metal off a guy for $300 and mounted it in that. It's been a good shooter.

What I ended up doing when I mounted a Burris XTR-II on a Varmint was to get an EGW HD scope rail for the T3 and then I bought Seekins low rings. It turned out great.

I would depend on the price but this is a distinct possibility.
Can you get Tikka actions or would you have to cannibalize an available rifle?

Out to 300 yds your 3-9x Leupold would do fine.
4-14x would be a good choice too if you don't hunt thick timber.

It might be due to some of the plastic material from the plugs remaining on the threads and causing some resistance. This is a common problem. If you want to check to see if that's the case you'll have to remove the screw and get a tap you can run down the hole to clean up the threads.

I recently did a Cold Bore Trial on my T3. The last day I think I had “cold shooter” problems.

Nice shooting! I, too, would sure like to have a super varmint like that in the states.
