Yes.
Second is how can you ensure that the rifle is centered on the recoil lug?
After the receiver is in the stock, give it a bounce on the recoil pad. If the barrel lines up perfect in the barrel channel of the stock, it's seated properly. The barrel will stick way up in the air if it's not seated properly.
Try Talley Light Weight (low), one piece rings.

I just ordered a t3 sporter in .223 and have not been able to find any info on the stock being pillared and/ or bedded.ย If not, has anyone done same?ย
I have perfected pillar and glass bedding a factory Tikka stock. It is a 3 step project, the only way I've found to do it properly…without any problems. I've bought a mill, and set it up to properly do the inletting both before and after, to help people out if the need arises.

Trying another mag is an option.
Is the one you are using slammed in tight?
It sounds like the last round is not coming up high enough for the bolt to grab it. Take the follower out, and check the underside of the feed lips for anything out of place. you might have to machine a little bit off on the underside to make a little room for the cartridge to feed higher.

It will transition to a hunting scope nicely, if you ever go that route.

Your…[what]…is aluminum?
35 with Hunter wood stocks, 35-45 inch pounds with synthetic stocks. No reason to go any more.

check the torque of the action bolts. Should be somewhere from 35 to 40 foot lbs.
