Did you clean the oil out of the barrel before you fired the first shot , they shouldn't be any scratches in the barrel imo , did you first all 60 at one's , did you wait for the barrel to cool , as the lite barrel will get very hot very easily

If your getting the accuracy your after don't worry about the speed , if you get the speed you might lose the sub 1 moa , on my creedmoor I've only checked the speed once I got the accuracy just for dialling the scope

Remember it's all personal preferences , I'd go for the varmint in 6.5 better ballistics all round , which ever tikka you decide on its worth checking to make sure the barrel is floated all the way back to the action , and once again get the 6.5 you will not be disappointed

Water or lubricant in the chamber causes massive over pressure , in my opinion you've had wet cases going into the chamber causing the damage to the case , it could of caused a big problem but you seam to get away with just damage to the brass

Your oal is fine , are the die set correctly , some make of die's need screwing in a little more , check how to set the die's with the maker , if my memory is correct my Lee die's need half a turn more from touching the shell holder , my Redding dies just need to touch the holder

The twist rate might be stamped on the barrel you also can see when you run a patch down the barrel , mark the rod when it enters the barrel push the rod down the barrel watching for it to do one rotation mark again , when you take the rod out measure between the marks and there you go you twist rate

Hi has long has your happy that's all that matters , over here in England the .243 is mainly a hunting caliber , but with the correct load it will be fine for target / steel plates , if you going to start with factory loads have a look at federal , seen some consistent groups done lately with them
