There are scope rails for sale in the Tikka Store on this website. I think they're made by EGW, so that's good stuff.

Without looking into the external ballistic characteristic of what you're using, I would say get the 20 moa base. It won't hurt anything and will allow you to use more vertical adjustment out of your scope.

Thanks for the info Ray. Did your gunsmith bed the Tikka action into the stock? Or was he able to just drop it in?
I looked up Cornwall and learned something new. That looks like a very nice part of the world. The temperature range looks very comfortable for me, (I like it a bit cooler). I live on the eastern edge of the Rocky Mountains in the state of Colorado. There are quite a few people who live in this area so I have to travel a bit to get to truely open area.

I haven't actually done this on a Tikka, but can you just thread the retaining screws into the top of the receiver and torque to 20 inch-pounds.
