Hi Bergers are an excellent choice, I don't know what it's like in the U.S. but over here in England there about 50% more to buy , but in my world there so much better and also there always available because most people go for the cheaper heads ,then they compare there grouping to mine and wonder why they can't get sub 1/2 moa

Hi you need to measure your own rifle to see how close to the lands you can get , has each rifle is different due to manufacturing tolerances

Hi on my .223 I use a 5.5 -22-52 nightforce if your budget is bigger than mine I'd get some European glass like s&b etc
Hi over the weekend I tried a Schmidt and bender PM 11 if your budget is on the larger side , for shooting paper these scopes are a revelation, I thought my Nightforce was good but the S & B PM 11 is in a different class , I'll be getting one for my 6.5 x 55 custom build

Hi you can replace the spring , eazy enough to do without cutting metal , although I got my gunsmith to do it while he did other work

Hi all the parts that you are concerned about can be replaced with metal ones if you like , if you check out mountain tactical you can ( I think ) get all the parts from them and there made by people who know Tikka's, has for the accuracy of stainless steel , I shoot a .223 St/st super varmint and regular get as low as .4 moa and never now I've sorted my load out more than 1 moa even on the first 5 shot group with a cold shot / shots to start with , also when you've decided which tikka your after and I guess you are in America again try mountain tactical

Hi if you reduce the magnification of the scope the error will reduce even just back it off a little will make a big difference at the higher magnification, also I don't know the make of you scope but on the lower to middle range it can be more of a problem, on long range I use a nightforce scope and at maximum magnification I cannot see any error which will still be there but the quality of the optics make it unnoticeable , there is a resone why top end scopes cost , you pays your money and you takes your choice

It might help if you tell us roughly where you are first

Hi you could also try and improve your trigger pull (if it needs it ) , load the gun with a snap cap (plastic dummy round) position yourself ready to shoot , the get somebody to balance a coin on the end of the barrel, then slowly pull the trigger without the coin falling off , it worked for me and it can be done,

Hi for me being in England it has to be a bipod from these guyshttp://www.tier-one.eu there quite expensive but when you look at one you can see the quality

Hi
It might also be worthwhile holding the gun with different amounts of 'grip' , on my rifle , using a bipod the lighter the touch I have , the better it shoots , If I start pulling it into my shoulder too much and then loading the bipod it shoots crap , it might be worth a try , good luck anyway , and don't let it get you down -
